Do i have to wait til my morkie is 16 weeks or just until she gets through her last vaccine?

my morkie is 11 weeks and i want to take her out to see the world. the breeder says that i have to wait til shes 16 weeks. but i asked the vet and they said that i just have to wait til she has had all her vaccines. i dont know who to believe. i wanna know so i can make plans already to take her and show her off to my family and friends. im 13 so dont judge me ;)
