Out of state tuition for California?

I want to get a BA in general psychology and a masters in social working. I know that normally out of state tuition isn't worth it, especially for what I want to major (low salary) in but I want my permanent residency to be in CA by the time I've finished all of my schooling. I love the state, social workers with masters degrees make more in CA then the state I currently live in, and the weather would be comparable to the area I currently live in (east coast beach town). I don't know. I have so many questions regarding this. But the main question is are the out of state tuition costs worth it if I plan on making it my permanent residence? This is for the California state schools not UC's so the tuition will be cheaper. I'm definitely willing to get a on campus job and apply for loans. I'm not willing to change my major for a higher paycheck, this is what I want to do for the rest of my life. My parents will pay for 1/3 the tuition, the rest I have to come up with on my own and they make too much to qualify for FAFSA.
