Can this Marine attend PLC? If not how can he?

My friend is in the Marine Corp Reserve and is coming home from all his training. He has one more semester till he gets an associates degree and transfers to a 4 year school. What does he have to do to enter PLC? I think his asvab was a 51, but his pft is a 293. In high school he had a 990 on the SAT. When he left college for boot camp he had a 3.4 GPA.
