Why is my female dog always licking down there?

It could possibly be a urinary tract infection (UTI) some dogs will consistantly lick down there when an infection is going on. Other symptoms of a UTI are urinating more frequently, accidents in the house, licking excessively. I would call my vet back and ask if you can bring in a urine sample to run just to be safe.
